Non-Resident Senior Fellow
Dr. Lia C. Howard teaches political science at Penn and Saint Joseph’s University. She is a Resident Senior Fellow at the University of Pennsylvania’s Program for Research on Religion and Urban Civil Society and a Fox Alumni Research and Service Fellow at the Robert A. Fox Leadership Program at Penn. Previously, Howard was a Critical Writing Fellow at the University of Pennsylvania. She is currently working on a book that studies the history of Compulsory Schooling Laws as they relate to American political culture. She also is developing a program addressing radical partisanship. Her other teaching and research areas include American Politics, Urban Politics, Public Policy, Public Education and Women in Politics.
